The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel of Artillery Louis R. V. Lepelletier, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As Chief Liaison Officer for the French War Office to American General Headquarters, Colonel Lepelletier rendered services of a distinguished character. By his painstaking efforts and thorough understanding of conditions which the American Army had to meet, he gave valuable assistance, at all times manifesting a spirit of loyalty and friendship for the American Expeditionary Forces.
