The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Major of Cavalry Henri Jacquemin, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As a member of the Presidency of the Council, Commissariat General of the Franco-American War Affairs, by his thorough application to the needs of the American troops and by his fervent cooperation with the American authorities, Major Jacquemin has rendered most distinguished service to the American Expeditionary Forces. The 28th Division will always remember his continuous and efficient efforts in their behalf in all their dealings with the French authorities under his able supervision.
