The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Major General Frederic G. Herr, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. In his capacity as Inspector General of Artillery of the French Army, General Herr has rendered exceptionally valuable services to the American Expeditionary Forces in connection with the design and production of new artillery material. He gave wise advice and painstaking assistance in this task, placing all the information at his command at our disposal.
