The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Captain Leon A. H. Hemeleers-Shenley, Belgian Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As Principal Assistant to the Chief of the Belgian Mission at American General Headquarters, Captain Hemeleers-Shenley rendered services of great value to the American Expeditionary Forces. By able advice and sound judgment, coupled with loyal support, he assisted us in all problems presented to him. Zealous in his efforts and wholehearted in cooperation, he at all times promoted the friendly relations between the Belgians and Americans.
