The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel of Infantry Victor Havard, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As Regulating Officer at Crell and Nantes, Colonel Havard rendered great service to the American Expeditionary Forces in connection with the supply and transportation of the American units engaged at Cantigny and Chateau-Thierry. Later, he rendered exceptionally valuable assistance in relation to the St. Mihiel and Argonne offensive, at all times displaying brilliant organizing ability and a keen spirit of cooperation.
