The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Connop Guthrie, a British Civilian, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As a Member of the Shipping Control Committee, British Ministry of Shipping, Mr. Guthrie’s services in connection with negotiations for British tonnage in the interchange of tonnage by the War Department and the British Government have been conspicuous.
