The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Lieutenant General Thomas H. J. C. Goodwin, Royal British Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As Surgeon General of the British Army, General Goodwin placed at the disposal of the American division serving with the British forces all the evacuation and hospitalization facilities at his command. His eminent skill, ability and broad experience enabled him to extend most useful cooperation.
