The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to French Delegate of the Commissioner General for the Franco-American War Affairs Ganne, a French Civilian, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. Mr. Ganne displayed untiring energy and exceptional ability in handling relations between the French and American authorities. At all times tactful and courteous, he did much to cement the feelings of friendship between the two nations, rendering services of great value to the American Expeditionary Forces.
