The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Major of Artillery Emile S. Fresouls, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As Regulating Officer at Dunkerque, Major Fresouls occupied a particularly difficult position in being called upon to meet the needs of the British, French, Belgian, and American Armies. He, despite the complexities of situations with which he was confronted, rendered us exceptional service, lightening the task of supplying our troops in Belgium, and at all times extending whole-hearted cooperation. He brought his wide knowledge of existing conditions to bear upon difficult problems of transportation, handling them with peculiar success. At all times he displayed marked devotion to his exacting tasks. In times of need he proved himself a loyal friend of the American Expeditionary Forces.
