The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Major General John S. Fowler, Royal British Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As Director of Signals of the British Expeditionary Forces, General Fowler constantly rendered us valuable assistance in connection with the supply of needed material at critical times. He aided us very materially in promoting the efficiency of our electrical communications, displaying at all times military and scientific attainments of a high order. He was energetic in our behalf, proving himself a loyal friend of the American Expeditionary Forces.
