The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Major General Charles Ebener, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As Military Governor of Lyon, France, and General Commanding the 14th French Region, General Ebener served with distinction. Amid his manifold responsibilities and duties he at all times lent us his valuable assistance, greatly furthering the interests of the American Expeditionary Forces. He was in command of a region in which were located large American military centers, and the services rendered by him were of inestimable value.
