The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel of Air Service Paul Dhe, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As Military Director of French Aeronautics, Colonel Dhe displayed untiring attention to the problems of the American Air Service, and by his earnest and whole-hearted cooperation did much to render possible of execution the air program of the American Expeditionary Forces. In all of his relations with the American Air Service he acted in a broad-minded manner, showing a spirit of willing helpfulness at all times.
