The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Lieutenant Colonel of Infantry Joseph L. P. Delain, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As Chief of Staff of the Communication Zone of the French Army, Lieutenant Colonel Delain was charged with the study and development of many of the most important projects affecting the American Expeditionary Forces. He displayed untiring energy in carrying out many delicate problems, and as supervising head of the whole work of the Communication Zone continually rendered valuable service to our armies.
