The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Lieutenant Colonel of Infantry Jacques M. G. J. De Pelacot, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As Chief Liaison Officer with the 5th Army Corps from the date of its organization until a period subsequent to the suspension of hostilities, Lieutenant Colonel De Pelacot performed his important duties with distinguished ability and a spirit of whole-hearted cooperation. At all times he assured efficient liaison between the American troops and the adjacent French units. Subsequently, while he was a member of the French Mission attached to the 1st Army, he continued to render invaluable services to the American Expeditionary Forces.
