The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Lieutenant General Andre P. De Neuflize, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As Liaison Officer between the French Ministry of Armament and the American services in France, and later as Chief of the Armament Section of the French High Commission in the United States, General De Neuflize rendered valuable services to the American Army. To his efforts may be attributed, in a great measure, the success which the American Government had in obtaining from French sources artillery material and ammunition needed to complete the equipment for American troops arriving in France.
