The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel of Artillery Charles E. Charet, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. Colonel Charet rendered service of conspicuous merit as Chairman of the Committee on Material. In securing the rapid, early, and complete delivery by the Germans of all the artillery and airplane material required by the armistice terms, the achievement of his committee was noteworthy.
