The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Surgeon Major, First Class Marie J. A. Carrel-Billiard, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I, for services in important researches and in the application of bacteriological methods of control in the dressing and closing of wounds. To him is due the discovery of the Carrel-Dakin treatment for war wounds. By his important service he has shortened the period of hospitalization of wounded men to a marked degree, and to him is due in a great measure the saving of many lives and limbs and the prevention of many disabilities among the wounded of our Army.
