The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Major of Air Service Marcel A. F. Boucher, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As Commander of the Air Service of the 4th French Army, Major Boucher displayed a keen interest in the welfare and training of the American officers serving with the French squadrons. He imparted to them freely of his wide experience and knowledge of air-service offensive tactics. He showed himself at all times tactful, able, and possessed of complete technical attainments.
