The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Major of Artillery Emile J. Berthier, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. By his brilliant military attainments and steadfast devotion to duty, Major Berthier rendered invaluable serviced to the American Expeditionary Forces as an Instructor in the Army Schools at Langres, France. Subsequently, upon being attached to the 3d American Army as Liaison Officer, he capably performed duties of the utmost importance in maintaining effective liaison between the French and American Armies of Occupation, doing much to promote the harmonious relations which prevailed among the two allied armies.
