The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel (Coast Artillery Corps) Philip Henry Worcester, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Ordnance Officer, Army Artillery, 1st Army, during the St. Mihiel and Meuse-Argonne offensives, by his untiring energy and loyal devotion to duty Colonel Worcester organized and successfully administered the ammunition and ordnance supplies of the Army Artillery. He at all times displayed sound judgment and military attainments of a high order. He has rendered services of signal worth to the American Expeditionary Forces.
