The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel (Quartermaster Corps) Joseph N. Willcutt, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Officer in Charge of the construction of the National Guard camps, Colonel Willcutt displayed qualities of leadership, energy, administrative ability, and devotion to duty which rendered possible the housing of the National Guard troops in an incredibly short space of time. Later he served with conspicuous success as Chief of the Procurement Branch of the Construction Division of the Army.
