The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Major (Infantry) Forsyth Wickes, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. Major Wickes showed rare ability in the preliminary organization of the American Liaison Service and wide comprehension of the importance of forward interallied liaison. While attached to French divisions in liaison with the 1st American Division, he performed exacting duties of a delicate nature with energy and tact, achieving signal success. He aided materially in the maintenance of cordial relations between the French and American military authorities, his service being continuously marked by ability, sound judgment, and devotion to duty.
