The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel (Medical Corps) Arthur M. Whaley, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. Colonel Whaley served with marked ability as Surgeon, 30th Division, from the time of its organization and early training period to the completion of the Ypres-Lys and Somme offensives. The care and evacuation of the wounded during the active operations of the division were conducted with the greatest smoothness and efficiency, and it was due to the great energy and conspicuous ability displayed by him that his services were of the utmost value to the division.
