The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Lieutenant Colonel (Adjutant General’s Corps) David A. Watt, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Adjutant, Port of Embarkation, Hoboken, New Jersey, 3 September 1917 to 10 September 1918, and 6 January 1919 to 28 February 1920, Lieutenant Colonel Watt’s untiring energy, resourcefulness, and devotion to duty, coupled with administrative and executive ability of an exceptionally high order, were of immeasurable value to the Government in a position of great responsibility.
