The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Mr. Eliot Wadsworth, a United States Civilian, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Vice Chairman of the Central Committee, American Red Cross, Mr. Wadsworth brought the great problem of systematized relief for our armies, those of the Allies, and for the stricken people of Europe to an eminently successful solution. By earnest, unselfish concentration of high faculties of organization and control he helped most materially to conserve life and reconstitute the wastage of war in the devastated areas, and made it possible to express the generosity of the American people in terms of substantial helpfulness.
