The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel (Medical Corps) Victor C. Vaughan, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. During his service in the Office of the Surgeon General, Colonel Vaughan’s contributions of advice and information have been of great value to the Army in connection with the control of communicable diseases. During the most recent epidemic of influenza, in particular, his work was of extreme value.
