The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Lieutenant Colonel (Infantry) Philip S. Van Cise, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Assistant Chief of Staff, G-2, 81st Division, from September 1918 until June 1919, Lieutenant Colonel Van Cise displayed exceptional ability in the administration and operation of that section of the Division Staff. By his keen foresight, sound judgment, and military attainments of a high order, he was able at all times to secure valuable information of the enemy and to keep his Commanding General well informed, thereby contributing materially to the successful operations of his division.
