The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Lieutenant Colonel (Air Service) Harry Aubrey Toulmin, Jr., United States Army Air Service, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Head of the Coordination Section of the Staff of the Chief of Air Service, American Expeditionary Forces, Lieutenant Colonel Toulmin was charged with the responsibility for outlining and developing an organization to handle the many and grave problems of administration, mobilization, supply, and armament. In the performance of this duty he displayed rare intelligence, great initiative, broad vision and an ability to obtain results, thus contributing materially to the success of the American Expeditionary Forces.
