The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel (Coast Artillery Corps) William H. Tobin, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Commander of the Army Artillery Park of the 1st Army, American Expeditionary Forces, by his broad grasp of the problems of ammunition supply Colonel Tobin contributed in a marked degree to the solution of this most difficult problem and also to the success of the artillery of the 1st Army during the St. Mihiel and Meuse-Argonne offensives.
