The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel (Infantry) Marcus Butler Stokes, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Commander of the 311th Infantry, 78th Division, during its organization, training, and in all of its operations, Colonel Stokes handled all of his tasks with marked efficiency and in a manner that reflected great credit upon himself. By his most careful and thorough preparations, sound judgment, skillful and energetic leadership, he contributed in a large measure to the successes achieved by his regiment against the enemy.
