The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Major (Cavalry) Henry R. Smalley, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Adjutant and Operations Officer of the 5th Infantry Brigade of the 3d Division during its occupation of the Chateau-Thierry defensive sector, and during the Champagne-Marne defensive, the Aisne-Marne, St. Mihiel, and Meuse-Argonne offensives, by his military knowledge, devotion to duty, excellent judgment, and unhesitating assumption of responsibility, Major Smalley rendered invaluable services and materially assisted in the success attained by the brigade in its operation.
