The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel (Ordnance Corps) John R. Simpson, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. While on duty in the Office of the Chief Ordnance Officer, American Expeditionary Forces, in connection with the requirements and procurement of ordnance supplies, by his accurate forecasting and energetic following up of deliveries, Colonel Simpson secured an adequate and uninterrupted flow of ordnance material for the American Expeditionary Forces.
