The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel (Infantry) William P. Screws, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. Colonel Screws Commanded with courage, resourcefulness, and great skill the 167th Infantry, 42d Division, from the time of its organization and early training throughout the successive phases of sector warfare, offensive combat in the battles of the Champagne and Ourcq, and in the St. Mihiel and Meuse-Argonne offensives. By his high military attainments, sound judgment, and devotion to duty he has contributed, in no small degree, to the successes achieved by the 42d Division.
