The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Lieutenant Colonel (Cavalry) Walter J. Scott, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Assistant Chief of Staff, G-1, 89th Division, due to his unusual foresight, indefatigable efforts, and great executive ability, Lieutenant Colonel Scott was able to keep a constant flow of supplies and ammunition for the troops under extremely difficult combat conditions, thereby contributing materially to the success of the division and the American Expeditionary Forces.
