The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel (Corps of Engineers) Julian Larcombe Schley, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Commanding Officer of the 307th engineers and Division Engineer Officer, 82d Division, and later as Corps Engineer, 5th Army Corps, during the St. Mihiel and Meuse-Argonne offensives, Colonel Schley displayed excellent qualities of leadership and command while serving with his regiment in the battle line, as well as superior technical attainments as an engineer, together with great zeal and devotion to duty. By the high degree of efficiency with which he performed his manifold duties, he contributed materially to the success of the operations in the commands with which he served. Later, as Director of Purchase, in the Purchase, Storage, and Traffic Division of the General Staff, and as a member of the War Department Claims Board, by his good judgment and keen foresight in undertaking of great difficulty and magnitude he rendered conspicuous service.
