The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Lieutenant Colonel (Corps of Engineers) William B. Ryan, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. In charge of the tonnage section of G-1, General Headquarters, Lieutenant Colonel Ryan performed services of great value to the American Expeditionary Forces. Later, as Supervisor of Cargo and Supplies at the Port of Marseilles, by his zeal and energy he overcame all obstacles and successfully accomplished his important task.
