Navy Federal Credit Union

The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Brigadier General Edgar Russel, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Chief Signal Officer, American Expeditionary Forces, General Russel has shown great ability in the organization and administration of his department and the results attained are largely due to his zeal and energy. The Signal Corps in France stands out as one of the masterful accomplishments of the American Expeditionary Forces, and to General Russel is due the credit for its foundations and organization.
