Rogers, United States Army, is cited by the Commanding General, American Expeditionary Forces, for gallantry in action and a silver star may be placed upon the ribbon of the Victory Medals awarded him. Major Rogers distinguished himself by gallantry in action while serving as Commanding Officer, 1st Battalion, 18th Field Artillery, 3d Division, American Expeditionary Forces, in action 14 – 15 July 1918, near the Marne River, north of LeDonjon Ferme, France, and by his brilliant leadership.

Rogers, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While Commanding the 1st Battalion, 18th Field Artillery Regiment, 3d Division, American Expeditionary Forces, on the night of 14 July 1918, in the vicinity of Le Donjon Farm, France, Major Rogers succeeded by his unremitting efforts and under great difficulties in keeping his battalion in action and when communication failed proceeded on foot through shell fire to the immediate vicinity of his batteries about one kilometer north of Le Donjon Farm. When an enemy infantry attack on the position seemed imminent he organized and posted from the men of his command and from other organizations, drifting back a force to act as infantry.

Rogers, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. Lieutenant Colonel Rogers Commanded the 1st Battalion, 18th Field Artillery, 3d Division, from 1 July to 3 October 1918, and the 124th Field Artillery, 33d Division, from 4 October until 17 November 1918, at all times proving himself to be an officer of exceptional ability. By his sound tactical judgment, loyal devotion to duty, and great skill he supported the Infantry, to which attached, so effectively that he aided materially in the successful operations of several divisions in many important engagements.
