The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel (Quartermaster Corps) Harry F. Rethers, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. Colonel Rethers distinguished himself by his extraordinary ability and exceptional skill in organizing the work of the Quartermaster Corps at Base Section No. 3. His good judgment, combined with tact, knowledge of methods, and high professional attainments, resulted in a superior standard of efficiency, reflecting the greatest credit upon himself and enabling him to render most valuable services to the Government.
