The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Mr. J. Leonard Replogle, a United States Civilian, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I, in connection with the operations of the War Industries Board. As a member of the Board Mr. Replogle rendered through his broad vision, distinguished capacity, and business ability, services of inestimable value in marshalling the industrial forces of the Nation and mobilizing its economic resources–marked factors in assisting to make military success attainable. As Director of Steel, he rendered, through his untiring efforts and devotion to duty, exceptionally valuable service to the War Department in connection with the procurement and supply of steel and iron for the Army.
