The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Major (Field Artillery) David A. Reed, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Battalion Commander, 311th Field Artillery, 79th Division, Major Reed displayed exceptional ability as an organizer, instructor, and leader. By his professional attainments and tireless energy he was instrumental in bringing his command to a high state of efficiency. Later, as the Field Artillery member of the United States Section of the Inter-Allied Armistice Commission at Spa and as Acting Chief of Staff thereof, by his exceptional ability and insight into affairs requiring delicate and diplomatic treatment, he rendered conspicuous service to the American Expeditionary Forces.
