The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel (Corps of Engineers) Albert T. Perkins, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Deputy and later as Manager of Light Railways, Colonel Perkins undertook the task of organizing a light railway service for the American Expeditionary Forces. His long and complete railroad experience and knowledge assured the success of these lines. By his foresight in promptly gathering from the United States a generous supply of railway material he quickly brought the Light Railway Service to a high degree of efficiency.
