The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Lieutenant Colonel (Signal Corps) Frederick Palmer, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. Charged with the responsibility of drafting regulations covering the mail and press censorship, as well as formulating plans for the guidance of press correspondents with the American forces in France, Lieutenant Colonel Palmer rendered conspicuously valuable services. Having served in all the zones occupied by the allied force, his information, of far reaching value, was placed at the disposal of our Government. His broad experience with many armies, his outstanding skill as an observer, his untiring energy and devotion to duty contributed markedly to the successful operations of the American Expeditionary Forces.
