The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel (Medical Corps) James R. Mount, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. Arriving in France with the first American troops, Colonel Mount undertook the task of creating a medical supply depot and administering a medical supply service for the American Expeditionary Forces. Using his limited resources with great skill and judgment, he displayed unusual talent for organization and laid the foundation of an efficient Medical Supply Service.
