The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel (Infantry) John “M” Morgan, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Commanding Officer of the 309th Infantry, 78th Division, during the last two months of hostilities, Colonel Morgan displayed marked qualities of leadership and unflagging energy. By the skillful manner in which he conducted his regiment during the advance through the Bois-de-Loges in the first part of November he contributed materially to the successes of his division in its operations in the Meuse-Argonne offensive.
