The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Lieutenant Colonel (Infantry) Aristides Moreno, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As a member of the Intelligence Section, Lieutenant Colonel Moreno efficiently organized and directed the operations of the Counter-Espionage Service in the American Expeditionary Forces, displaying marked talents in a position of great responsibility. His unusual powers of discernment, his tact, and sound judgment made possible effective cooperation with corresponding services of the allied armies. Due to his zeal and untiring devotion, the Counter-Espionage Service attained exceptional proficiency.
