The President of the United States of America, in the name of Congress, takes pleasure in presenting the Medal of Honor to Seaman John Ortega, United States Navy, for extraordinary heroism in action while serving as Seaman on board the U.S.S. SARATOGA during actions of that vessel on two occasions. Carrying out his duties courageously during these actions, Seaman Ortega conducted himself gallantly through both periods.
