The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Lieutenant Colonel (Chemical Corps) Richmond Mayo-Smith, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Chief of the Supply Section, Chemical Warfare Service, by his tireless energy, foresight, and marked executive ability, Lieutenant Colonel Mayo-Smith built and administered a supply organization consisting of 12 seaport, intermediate, and front-line depots, which fully met at all times the demands for chemical warfare supplies that active operations brought upon the service, thereby rendering services of great value to the American Expeditionary Forces.
