The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Major (Ordnance Corps) Percival Manchester, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Base Ordnance Officer in Base Section No. 1, at St. Nazaire, France, Major Manchester ably organized and administered important work with exceptional success. As Commanding Officer of Intermediate Ordnance Depot No. 2, at Gievres, he conducted important activities with sound judgment and marked devotion to duty, working with tireless energy for the improvement of the Ordnance Service.
