The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Lieutenant Colonel (Medical Corps) Henry C. Maddux, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I, in organizing and constructing the Hospital Center at Toul. Lieutenant Colonel Maddux’s work in this showed a force, initiative, and character that contributed in an unusual way to the ability of the Medical Department and care for the sick and wounded of the American Expeditionary Forces.
